I really like the visual style, although I don't think I could watch it for much longer than the 7-minute running time. Unfortunately I can't find anything to justify calling this any more than an animator's study of student film-level "anti-fascist" tropes. I can't really call it a failure, because there's nothing to fail.

For something that purports to be animation, this short is annoyingly static for long stretches. The animation is too dark and smeary to make out much of anything, and the film is repetitive and boring. I watched without reading the synopsis and I had no idea what was supposed to be happening in this. I want 7 minutes of my life back.

Deformed and effectively twisted. The mood was appropriately terrible, but in the end it lacked humanity; which probably was the purpose.
