It's one of the weakest B5 movies, probably the weakest one that didn't serve as a pilot. It might've worked as a regular episode, but as a feature length movie it doesn't really do that well. It's just not interesting and engaging enough and the guest actors/characters aren't that good either. If I wasn't such a big fan of B5 the score would've been even lower.
