The opening sequence, where Casper is put on trial by his fellow ghosts for not scaring people, reminds me for some reason of Peter Lorre being put on trial by the underworld in the climax of _M_. Interestingly enough, Casper's consistent kindness to a humanity that either fears or doesn't believe in him evokes another of my favorite German films: _Wings of Desire_. Just how many dogs (and other creatures) could Casper find time to rescue and befriend, anyway?
