Wasn't as bad as I expected... I did expect it to be awful though.

A martial arts master with no legs and a martial arts master with no arms team up to fight a martial arts master with both arms and legs. Hilarity ensues.

One has a stump instead of both arms and the other has useless stick legs, and both are very adept with fighting skills. They team up to complete a whole and use their disabilities to their fighting advantage in every way imaginable."

Even better than the title could lead you to imagine...

I try to avoid cliche, but the "train wreck you can't look away from" has almost never been more applicable. This is on one level an awful movie, but on another it's a genuine novelty and fascinating if only for that.
