Super secret government project X-13 is cloning super-soldiers using serial killer DNA in this over-the-top comedy horror. John Wayne Gacy and Jeffrey Dahmer escape and start wreaking havoc. This is very low budget, but they handled the money that they were able to scrape up well. "There is nothing like hot hot sex with a nice cold corpse. That way, at least I can eat em while I fuck em."

Dahmer and Gacy is a self aware bad film. The movie compares itself to Plan 9 From Outer Space, but at least Plan 9 actually tried.
