The short version of this was done by Ford after the fact. That was released. The longer version originally shot and assembled by Toland took decades to see the light of day, and it adds a number of fictional storylines around the attack. Most of the footage we've seen of Pearl Harbor actually comes from this film, all of which was done after the battle and therefore staged.
