A prostitute girl delights in torturing a clown screaming for mercy, then drugs him, and gets high herself. 1930's cartoons weren't fucking around. It's just too bad that description is way more entertaining than the cartoon itself.
I always loved these meta-cartoons where the characters jump off the page and interact with the real world. In this one, Betty Boop manages to get the entire population of a city high on laughing gas. Good times.
Betty Boop cartoons go nowhere, they are pretty much pointless. Their premise is just a platform from which they launch off into surreal weirdness. This lack of moralism is part of what makes them so daring. This is quality surrealism for children, with awesome soundtracks.
