The plot is full of digressions, weird/funny scenes, at times verging on nonsensical. But you've got John Woo's gunfights. A "So Bad It's Good" film. It's also a precursor of some sort to the far, far superior "Bullet in the Head" (similar setting, genre, themes).

Has John Woo's signature hilariously stupid plot holes and emotional melisma in full effect. That being said, the action is so damn gritty, visceral, and violent, that I still wince just thinking about it, 7 years after seeing it. In fact, it might be the best Woo film ever in that regard. Watch it for the action, and try to ignore the other aspects. It's a very good action picture for that one strength alone.
