Summary: "Cowboy" Sam Steele (Marc Singer) is a Los Angeles patrolman with a naïve young partner, Wade (Steve Bacic), and a squadron full of trouble. It seems his immediate superior, Alexander (Michael Madsen), is leading a band of longtime renegade cops who Cowboy and Wade catch robbing a warehouse.
