This is bordering on 'Samurai Cop' territory in amateur film-making. I bet Warwick Davis must have been pissed, when the lights went down on opening night, and he noticed that they'd shot the whole film without a focus puller. Mostly this movie will be remembered for expanding the mythos of people cross-dressing in the Leprechaun universe, a trend started in 'Leprechaun 4'. With Ice-T in the cast, it shouldn't come as a surprise that this movie is not very good. Still.. THAT bad?!
