It's hilarious and nice to have reminders that Denzel Washington didn't always do quality work. Lithgow is really creepy in most scenes, but the screenplay is so bad that you can't even take him seriously. The positives are Lithgow (doing what he can with what he's got to work with), Ice T, the over the top violence, and Kevin Pollak. Other than that, it's a generic, terrible fucking thriller movie.

When I watched it the first time (I was about 13) it was above 90, but now... it's just good. I like John LIthgow as bad guy just as a good guy.
