Too heavy-handed with the social commentary. Makes some salient points about the reform process, emphasising that poor prison conditions affect the guards as much as the inmates, but does so while neglecting things like character development and plot. The riot scenes are nicely done and there are one or two striking images, but on the whole there's a distinct lack of energy or tension.
