Much better than "Scandalous". Brand isn't exactly my favourite person, but there are a few solid laughs here. Even so, I'm still mystified as to his massive popularity.

Why do people like this guy?

A weak performance from someone who's apparently one of Britain's best funnymen. While some of Brand's TV work is amusing, stand up really isn't his forte, and (while there are a few good stories here) there really isn't enough to pad out even its relatively short runtime.
