Well above average for a cable movie, but not without some predictable flaws. Since it's a pilot, it doesn't have real closure. The editing could stand to be a lot tighter. It makes some predictable cop movie mistakes that we're all accustomed to, but it also throws some wild curveballs. I was particularly impressed with the cast--by the end I liked everyone in it. The atmosphere was enjoyable too, reminiscent of some famous recent cop movies like Heat.
