If you're going to cast Seagal as your action star, make him a brutal, badass cop who enjoys beating the shit out of criminals and kicks them when they're down. Don't make him some spiritual weirdo and pair him with a sassy black cop in a routine buddy cop formula. The humor fails virtually all the time, and while this picture has a "glimmer" of entertainment, it marked the beginning of the end for Seagal as a significant film star.
