Painfully inept in every potential factor: writing, direction, editing, acting. The idea that this movie has any relevance at all to Kim Philby is laughable (this aspect of the movie is handled particularly poorly). The best thing I can say about the movie is that the soundtrack is sufficiently cheesy.
