This somehow manages to be almost perfect. Normally with the old superman cartoons the form is great but the content is thoughtless or lacking in a sort of charming way. It probably wasn't intentional, but the content of this cartoon lives up to the form. The scientist was callous but correct, the police were stubborn brutes and caused the catastrophe, Superman could not defeat the threat with force, and hundreds of people in the city certainly died.
