A beautiful but frigid delegate from an African dictatorship comes to Milan to negotiate contracts to upgrade her country's infrastructure. A sleazy journalist wants to catch her in some scandal, and has a chance when she experiences a sexual reawakening. A boring and meandering story climaxing with a big orgy scene that includes a midget, and the supposedly irresistible African woman is played by a transsexual.
