It's not terrible, and Lithgow and Begley give a pair of fine performances, but there are so many strange casting decisions (Michael Caine as Stalin, anyone?), so many pseudo-theatrical expository speeches to camera, and such little in the way of production values that the whole thing drags far more than it should, given the topic in hand.
