From the list I have seen:

Tier 10
12 angry men (99)
American beauty (98)
Citizen Kane (97)
Donnie Darko (97)

Tier 9
American history X (96)
Reservoir dogs (96)
Synecdoche, New York (95)
Moon (93)

Tier 8
Balkan spy (91)
The lives of others (91)

Tier 6
Lock, stock and two smoking barrels (81)
L'Herisson (80)
Spirit of the beehive (78)

Tier 5
Blood simple (73)

Tier 4
Un chien andalou (71)
Charlie's angels (69)

Tier 3
Breathless (67)
Gates of heaven (66)

Tier 1
Stranger than paradise (51)
Pi (40)
Legion (34)

But I miss some at the list:

Little Miss Sunshine (Jonathan Dayton & Valerie Faris) - 99
Whisper of the heart (Yoshifumi Kondo) - 98 (first and last )
Perfect blue (Satoshi Kon) - 98
Mary and Max (Adam Elliot) - 97 (some shorts before, this is the first full-length film)
No man's land (Danis Tanovic) - 96
Bienvenido Mister Marshall (Luis García Berlanga) - 96
Lupin III: The castle of Cagliostro (Hayao Miyazaki) - 93 (if you only count full-length films, he made a series before)
Tight little island (Alexander Mackendrick) -79 (first debut alone, if it counts)

You've never seen 12 Angry Men?!

Does it have tits? ;)

Nah, it's one of those "classics" that I know I should get around to watching....but my big stack of Godfrey Ho ninja flicks isn't gonna watch itself, man.

I love Godfrey Ho too, and this might sound weird to some people, but "12 Angry Men" is one of the most exciting, thrilling, wonderfully paced films ever. It's not a stodgy old classic with a slow pace that is hard to get into. It's blisteringly paced and consistently entertaining throughout. I also recommend it because I think you would really love it.

yeah my PSI for 12 Angry Men is 96, it keeps popping up in my recommendations....I'll get to it eventually.

I do like lots of older, slower films too....it can't be bouncing boobs and slobbering monsters all the time. :)
