[SOLVED] Surreal trial involving a license plate misunderstanding

I think maybe about 10 years ago I caught a short glimpse of this movie on TV but it's been nagging me ever since. Color movie, probably 80's-90's, maybe 70's.

All I remember is that there was a trial. Something was slightly off about it, like it was taking place in a dream or parallel dimension or something. I think a woman was on trial, and I think she was being accused of having an invalid license plate (but I could be wrong). I definitely remember her arguing that the space in her license plate counts as a character, and therefore her license plate is valid.

EDIT: *sigh*, no help at all after several months? Can there be a film obscure enough that nobody here recognizes it from what I imagine must be one of the more memorable scenes? Unfortunately it is possible that this wasn't a movie at all but an episode of some series. I think it was a movie, but I don't remember for certain.
