I don't think Melies had a plot in mind here, he just wanted an excuse to make a bunch of cool underwater sets. Also, sadly, I think the only available version of this is really degraded.

The underwater world that Méliès creates is impressive, but unfortunately the film as a whole is boring (particularly by Méliès standards).
