For a rerelease, perhaps in the late thirties, Guitry sat at a desk in front of a camera and read his supporting commentary for this film, which he had shot as a young man during WW I. He explains that he was disturbed by Germany's claim to have a monopoly on "culture." He decided to film the leading paradigms of French culture, although he knew nothing about making films. (imdb)

If you don't understand the language and are similarly sans sous-titre then the narration might be irritating. Otherwise the value is just the historically interesting fact of short film clips featuring a handful of famous French cultural figures of the early 20th. For example, I never looked before, but couldn't have imagined that there existed footage of Rodin at work in the studio, which is great.

Some kind of time-capsule documentary of Sacha Guitry talking about documentary films he shot in 1915, long before he became a film director, showing a few famous people of the time. A lot of talk in French inserted with a few seconds here and there of the footage from 1915.
