Although this film is unusually easy to follow for a political thriller, that and Al Pacino's crazy-on-demand acting style are really the only things going for it. The script is a predictable succession of uninteresting events propelled mostly by platitudes, metaphors, in-jokes, and quotations, and Cusack is not a strong enough actor to keep it floating; it also wastes the considerable talents of Paymer, Landau, and Finn, which just makes it even more of a shame.

Low-key but gripping political drama with something of the feel of Lumet. Pacino is great as the charismatic mayor. The intro narration and the unconvincingly cheery ending reeked of studio intervention, but this is pretty solid.

The dialogue is unexpectedly bad at times given the talent involved, and the plotting is hit and miss, but it was probably a case of too many cooks spoiling the broth and studio mandated rewrites. Nonetheless, City Hall is only intermmittently engaging, and Pacino, who was nearing the end of his second wind, is largely ineffectual here, unable to salvage what is clearly third rate material. His shouty moments also border on self parody.

Another one that had great acting talent, but the material just wasn't there. Pacino has a good scene, where he gets shouting. Cusack and Fonda were good but parts weren't much.
