"Let's see how many lame sight gags we can set at a beach"... as opposed to at a supermarket, or at an army base, or at a this, or at a that. In aggregate, these Pink Panther cartoons often come across as the world's worst sitcom, or something. The main difference is that even the character of Pink isn't very consistent; in this one, he's in Bugs-Bunny-style wiseguy mode, instead of Keaton-style "dude abused by cruel universe" mode. After only five minutes you don't care about the punch line
