This is because President Franklin Roosevelt has actually campaigned Congress to make gold ownership illegal in order to force people off the gold standard as well as to try to get more currency into circulation. A bit too silly... or dumb was the word. And it's very much a comedy short of it's period based on the politics of President Roosevelt of wanting to make gold illegal. So when Edgar Kennedy finds a pot of gold his repair man tells him to hide it... which was not a good idea. And the ideas just get more and more dumb on how to dig it up again.... blowing up the place.
