Kieslowski is possibly making a point about how the higher-ups are lame and bad at factories whereas the guys on the floor work hard and are good at their jobs, but it's mostly just rather dull.

A mixed bag: it's interesting to watch how the factory is being crushed by bureaucracy and ineptitude, and make the obvious connection to the Communist government. On the other hand, it's basically just a boardroom meeting. The occasional cutaways to the factory floor break up the monotony a bit, but not enough.

The montage alternates between workers doing a variety of jobs in a tractor factory, and executives discussing the business of the factory in a boardroom. The disjunction between the two groups is striking at a formal level: the former group includes the loud noise of the factory, the heat of the factory floor, and their hands in constant motion. The latter group wear suits and do nothing but talk--generally about how the bureaucracy is preventing their factory from running well.
