The story begins with three Aliens in human form preparing for a ritual to feed the Fog Mother's "siblings". The Fog Mother last came to earth during the Prehistoric Age and is the cause of the extinction of the dinosaurs. Kenji (KR J) and his kid sister are in the mountains, Kenji is investigating all the deaths of animals and trees there. The Fog Mother sends the three aliens, "Prince Gorai", "Zoo", and "Agito" to kidnap Kenji's baby sister for the sacrifice. (imdb)

Like Kamen Rider ZO before it, one can easily see why this didn't turn into a full-fledged series. Aside from the costumes and the perfunctory environmental message, it just amounts to a ball of nothing. It has one one-sided fight after another, with no reason to connect them and no feeling of high stakes. What a disappointing swan song for Shotaro Ishinomori and a waste of Yuuta Mochizuki's tokusatsu acumen.

Out of the three more adult-oriented Kamen Rider films of the 90s, this one felt the most like the TV show. The origin of this Kamen Rider is less interesting and tragic but the fights and monsters were still loads of fun.

This has some decent action scenes, and the ending is definitely unique for the franchise, but outside of that its mostly just kind of dull.
