A lot like Man with the Movie Camera -- the same enthusiasm for bold technique, as the camera explores one scene after another from its unique perspective. It's even more overtly political, however, and that's kind of a turn-off. Also, the backwards stuff gets old quick and the film as a whole is rough around the edges. But, this is one of Vertov's early films, and I guess he needed a few more years to perfect his style. I suppose it's pretty groundbreaking for 1924.
