A radio program tells the story: Cats lure mice with a peep show, then drop them into ice cube trays. The semi-frozen mice are then sold to cats for 5 cents each. The dog police come and break things up somewhat, but it takes Mighty Mouse to truly save the day and set the mice free. (imdb)

Law and Order might be a generic title, but to separate it for the other programs with that name; This is a 1950 Mighty Mouse cartoon short where a gang of cats make Mousicles! And who'll come to the rescue? Mighty Mouse! Far from the worst of the series. Actually has enough violence to stay welcome, plus they show us how to make Mousticles!
