Senator and, during their investigation, run across a hooded organization that is terrorizing an American city. One of the most unique films in Humphrey Bogart's pre-super stardom catalog was outlaw-union picture Black Legion (1937). What few know is that this was originally a B-movie produced by Colombia Pictures released the previous year called Legion of Terror. That low budget release starred Bruce Cabot as a undercover agent trying to infiltrate this hooded group of terror. There is little doubt that the Warner Bros film is better, but I have to admit that the Colombia film was rather exciting.
