Why not just stop killing each other? Is a question he poses that will never have a satisfying answer especially to a person that's never experienced poverty/the desperation/the hopelessness and abandonment. The lower classes have been set up to fail and when they do there's people like that one cop who says he doesn't feel bad when people have to die. It's generational trauma and hardship rooted in the blood of "America"

Louis Theroux and every citizen of Philadelphia try to rationally explain to police officers what they are doing wrong, and the police respond by shooting two people, choking-out a half-dozen others, and assaulting and handcuffing a seemingly endless supply of people who were literally doing nothing other than being black outdoors, all while constantly bragging about how great the Philly police department is.
