There's a weird virus or bacteria or some such jazz infecting people and the military will stop at nothing to prevent the outbreak from spreading. Which basically means there are a lot of guys in camouflage and gas mask going apeshit on civilians. Likewise there's a giant mutant rat going apeshit on military and civilians alike, though only within the confines of the research facility that spawned it.
