Tatsuhiko joins a scouting agency, recruiting girls for the hostess clubs and brothels in Shinjuku's Kabukicho district, as a turf war breaks out against a competing agency. He crosses paths with the troubled women who enter the city's seedy underbelly. As the conflict heats up, so does the rivalry between Tatsuhiko and Hideyoshi, who appear to have some history between them. (Summary by Zarkon)

Generic and Sion Sono aren't a good match. Sure, by most movie standards this is hardly generic, but for Sono, this is daytime TV drama, and for anyone aware of his more entertaining works, this will probably bore you. The gang war amounts to nothing, the protagonist is an insufferable bleached blonde asshole that sucks at his job, and the rivalry between Tatsuhiko and Hideyoshi is reduced to high school drama. A very odd "The Little Prince" reference is thrown in for good measure. Wat.

Zarkon pretty much hit the nail on the head. I'm not sure what I can add to that.

Here's what you get when you neuter Sono by handing off the screenplay to others and casting mainstream talent who act moderately despite the film being about gang violence, drugs and prostitution. The lavishness of Why Don't You Play in Hell? & Tokyo Tribe is stripped away here, leaving a dull based-on-comic movie about a banal gang turf war with nameless goons and a cliche subplot about an exploited damsel and her prince, lacking any tinge of irony that you otherwise come to expect from Sono.
