A tough district attorney has been cleaning up the town, and has already imprisoned twelve dangerous criminals. As he is about to name the target for his next investigation, he is murdered in the midst of a crowd. The police have many suspects and hardly any clues, so two reporters decide to investigate for themselves. (imdb)

Monogram back in business! They'd been one of the better poverty row outfits in the early talkie era, but merged with Republic Pictures in 1935. By 1937 however things had soured and Monogram was again open for business being a very productive low budget picture company (re-)starting with The 13th Man. And it's a great big yawn. About politics and criminals. Who will be the 13th big shot to be put in jail? A totally sterile mystery. Republic makes better movies then this.
