Tokugawa irezumi-shi: Seme jigoku

Teruo Ishii offers up this perverse tale of competing tattoo artists in Edo, who are inking up virgins to be sold as exotic prostitutes to foreigners. There's a lot less bondage and torture than you might expect given the English title (Inferno of Torture), and the bit with the glow-in-the-dark body paint was pretty silly. That being said, the story is decent and the exhibition of dozens of tattooed women means this flick has more teats than the average dairy farm.

The pathetic acting performances were almost as awful and annoying as the music, crap sound effects, and stupid dialog. The director is a talentless hack. There were plenty of topless women with body paint pretending to be tattooed. The plot is a thin excuse to present torture themes. Basically, there is not much value and it provides the least amount of entertainment considering it has so many half-naked slave girls. The laughable final scene was grotesque and somewhat memorable.
