Middlebrow whimsy. Levinson tries desperately hard to create a singular world of magic and wonder, comparable to a kind of adolescent Fellini, but it plods along to a mechanical rhythm that's frequently offbeat. The attempt to make a quasi-blockbuster with a loose narrative and visual ideas that reference the likes of Magritte is commendable, and there are some interesting images. Levinson just doesn't have the brains or talent to pull it off, and his political message is extremely facile.

The premise is nonsensical but it did have potential to be pretty fun. Unfortunately, the movie meanders way too long on its asinine, ham-fisted message rather than the idea of cool militarized toys. Did they really need to take that long to establish the main conflict of the story?
