I watched this today due to an argument about if something a few seconds long can be considered a movie. I don't really have much interest in those debates, but 2 seconds of cars driving doesn't exactly get my balls tingling.

You can't really say anything about its plot, actors and so on, so I think the ones that should be judged are action shots.There are not too many,of course, but you can judge a composition of the scene. I have to say it must have been though over many times by directors, because if it were a photo,it would be really good.Showing a movement to opposite directions is a good idea, as well as showing a street under certain angle. It would look less impressive if it were filmed from the street level.
