In Congo, whose government is supported by France, rebels take French soldiers in hostage.A special advisor at the Presidency, acting largely on his own, negotiates their liberation, organises to this aim the delivery of weapons to the rebels. But the plane carrying the weapons, sold by a major defence industry, unexpectedly blows up above the Guinea Gulf.The film describes the French-African networks, the wars of influence between the services, their methods, the dilemmas of the "raison d'Etat".
