I think this was going for something about what happens when the cold bureaucracy of nature preservation (you can already see where this is beginning to go wrong) meets small folks just trying to make a living, but it fails, because they are just kinda douchebags who killed an animal for revenge. And their silent masculine bonding takes on an air of toxicity when you hear how bitter one of them is at his ex-wife.
