Okay action with a decent storyline the actors and extras felt like actual gang bangers but if I'm being honest I watched it for Mr. Van Damme

This could've been an engrossing character study of a broken man getting one last shot at redemption, instead Jean-Claude Van Damme is relegated to a secondary role and two uninteresting boys are the main focus with some time being spent on the only slightly interesting gang leader. The whole thing was pretty dull and not even Van Damme's solid performance can rise this above mediocrity.

One of the most unique ways a movie has dealt with Van Damme's accent, just make him a troubled vet with an electrolarynx. It's a solid role, and a better than average performance for him in a watchable, but uninspired movie.
