Yes, it is Eyes of Laura Mars. It was written by John Carpenter, and directed by the guy who directed The Empire Strikes Back. I don't remember much about it except that Faye Dunaway is a fashion photographer and she has weird hallucinations or something (that might explain the first shot), and there's a serial killer on the loose. It was kind of creepy, as I recall, but I was quite young when I saw it.

Weren't the police uniforms tan in that movie? If my memory serves me they were sheriff deputies in the original movie which the tan uniforms would make sense. Or do you mean the 2005 remake?

In light of your very recent Macabre Month of Horror 2014 - John Carpenter's Vampires review, I'm guessing it is John Carpenter's Vampires, otherwise I don't have the slightest fucking idea what this movie is.
