I had tons of near misses (ie T10 and T2 or T9 and T1), but here's all of mine that fit the criteria:

Gordon Chan
T10 Fist of Legend - probably Jet Li's best action film
T1 The Medallion - one of Jackie Chan's very worst

John G. Avildsen
T10 Rocky - great underdog/sports movie
T1 Karate Kid 3 - retarded

Tsui Hark
T10 Once Upon a Time in China - excellent period martial arts flick
T1 Knock Off - hopelessly bad JCVD basher

Steven Spielberg
T10 Raiders of the Lost Ark - classic action adventure yarn
T1 The Lost World: Jurassic Park - bloody horrible dinosaur movie

James Cameron
T10 Aliens, Terminator and Terminator 2 - all essential action blockbusters
T1 Titanic - overly melodramatic and painfully dull

Paul Verhoeven
T10 RoboCop, Flesh & Blood - extremely bloody action with subtle social commentary
T1 Showgirls - a flick about strippers with continuous nudity that somehow manages to be be crushingly boring

Mark Neveldene/Brian Taylor
T10 Crank - non stop adrenaline rush action, though the sequel isn't nearly as good
T1 Gamer - one of the very worst films I've seen in theaters in the couple of years, an insult to it's audience

T10 Lonesome Dove - one of the best TV movies/mini-series ever...epic western cattle drive
T1 Free Willy - just stupid, and the source of endless stupid dick jokes

T10 Heathers - one of my favorite comedies ever, viciously dark and funny
T1 Hudson Hawk - what a stinker

John McTiernan
T10 Predator - classic Arnie, great ensemble cast, insanely violent action
T1 Rollerball - this 2002 remake of the James Caan flick is fucking ridiculous
