A teenage girl lives with her single mother, and possibly her brother. I'm not sure what happens to their father, but he's not there. Their mother is going to be married to a new man, a fact that her daughter really dislikes. He has light grey or white hair. The man is not unkind to the woman's teenage daughter, but she doesn't want her mom moving on or another family becoming part of theirs. She also meets her stepsister-to-be, who tries to mess up her life by getting her drunk and causing her to ruin a dress related to the wedding. This makes the main girl's mother angry with her, discrediting her attempts to stop the marriage. Towards the end of the movie, I think the stepfather does something to make peace with the main girl, or her mother has a heart-to-heart with her. They eventually get married. At the end of the movie, things are looking up.

This could be a made-for-TV movie, or a Disney movie. It definitely seems like something Lindsay Lohan or Amanda Bynes would star in, but I don't think it was 'big budget' enough for them. I'm pretty sure it's an American film. It was probably made between 1995 and 2005.

I feel like I could be thinking of 2 movies mashed together.

I have also found a film starring Adam Arkin called "The Ripples" (2003). I can't find any information about it on the Internet, which is shocking, but this could be the movie. It's made by DreamWorks, is from the right time period, and Adam Arkin looks like the 'father' character I remember.
