Terry Gilliam, Radu Jude, Nuri Bilge Ceylan, Jafar Panahi, Cristian Mungiu, Ephraim Kishon, Lynne Ramsay, Aaron Katz, Ari Folman, Julian Schnabel.
Ones who made only 3 features and I've seen the lot:
J.C. Chandor, Justin Meeks, Sadao Yamanaka (he made more but only 3 survived), Shlomi&Ronit Elkabetz, Jeremy Saulnier, Joachim Trier.
I'm waiting to see the newest releases by Emir Kusturica, Andrei Zvyagintsev, Oren Moverman, Greg McLean and James Gray to complete theirs.

I have seen all from Turkish directors; Reha Erdem (9) Nuri Bilge Ceylan (8) Yavuz Turgul (7) +Nolan without his last Quay.
