or is my number 1 TCI's '10' rating worth just as much as my #1000 TCI's '10' rating?
perhaps each PSI can have an "average TCI score" which is the average TCI score of all your TCI's that rated the film, and the lower it is, the higher the film is placed among films with the same PSI? or at the very least, it could be used to get a quick judgement of PSI accuracy.
Are top-ranked TCI's ratings weighted higher when calculating PSI's?

Good question! The only way it's weighted, is that your #1 TCI will always appear in your PSIs for a film, while your #1000 will only appear when their haven't been 10 other higher-ranked TCIs for that film.
