Name of 70's or 80's horror film

Does anyone recall the name of a horror film from the 70's or 80's that was re-aired on cable television during the 90's that involved a man possibly in a wheel chair with some sort of drill strapped to the back of his wrist that he used to kill someone in the movie. It would most likely have originally been a low budget grind house sort of film if it actually went to theater
