Middle Eastern(?) movie about two women

This film, I believe, was made in the early 2000's.
Takes place in Israel or a Middle Eastern part of the world.
Storyline might be about these women finding a place in tightly/highly traditional, male-dominated society.

It stars two women (friends), a blonde and a brunette, who travel to a nearby country.
A taxi cab driver offers to take them where they need to go, but drives away stealing their luggage.
The blonde finds out she's pregnant.

I believe the brunette also wrote the screenplay (or directed the movie).

If I recall correctly. the language was mostly English with some subtitles.
