Wow this was over the top. If you took the concept of Rambo III, the talent behind the Missing in Action trilogy and blended it with Chinese ascetics you'd get this movie. The action in the first half was pretty good but it kept getting more ridiculous as it went along. Everything outside of the action scene are pretty bad and as a whole the movie is at least 30 minutes too long for it's own good. For pure mindless entertainment it's decent enough but you might find yourself getting bored by the repetitiveness of the whole thing.

Is it as strong with the "be a hero join the army!" propaganda as the first?

Not trying to be snide or even negative. American movies do it all the time and one thing i remember of the first was the novelty of a foreign action film doing it, and in such a typical Hollywood fashion despite not being Hollywood made.

No this one is more of a "Our country is more righteous and all around better than yours or anyone else's" kind of movie.
If you watch this movie you'll hear lots of lines like.
"It's okay they're Chinese" or something like it. There is not a single bad Chinese person in this movie any Chinese person in this movie that is even remotely selfish or less than perfect is redeemed by the end of the movie. The one big plus is that no single country or race is vilified in fact none of the African characters are given any depth and only three villains are given any personality what so ever and while they're all white they are all from different countries. The closes film that I could relate this to would be Rambo III, except that Rambo III had even more simplified characters.
