You know, when I first saw that image I thought to myself: "Hey, that really looks like Montreal in the winter!" But I figured that doesn't mean a lot because there probably are a lot of places that look that anyways, and even it was Montreal, there are a lot of Hollywood films shot here, so it'd be hard to narrow down. But combined with your hint about it being a foreign language film by a director with a new release I figured it must be one of Villeneuve's french films, and Maelstrom is too obscure for anyone outside Quebec to know about, and Polytechnique was shot entirely in Black and White, which means it must be Incendies.

I have no idea how much being able to say "Hey, that snow looks familiar" helps reinforce stereotypes about Canadians but whatever.
I was originally planning to do an image from the 1932 Scarface, but then I realised I already had an screencap ready to-go that I just used for an assignment for my History of Bollywood class, so why not?
